Snow removal is always a hot topic during the long winter months. What are your thoughts on the city’s snow removal methods? Complaints? Commendations? Suggestions?
To the candidates – what are your ideas for improving the snow removal system in Red Deer?

What I have heard about snow removal is:
- Residents would like clarity with windrows.
Are the windrows done on the odd/even side of the street to match the year? Feb 2011 would see the ODD side of the street with a windrow? 2012 would see the windrow on the EVEN side fo the street.
OR
Are they alternating according to the last time they had a windrow regardless of odd or even year? 2011 ploughed to EVEN - No windrow in 2012 and then a windrow in 2013 would be on the EVEN side of the strreet.
I attended a workshop with the City and was told that they alternate according to the last time they had a windrow regardless of even/odd year. A person at the market told me they called and were told that it coincides with the year being odd/even. Whichever one it is - residents want this message to be clear and consistent. According to a very informal and not verified survey - the ODDS feel that they have had windrows more often than the EVENS(?)
- Residents want to be able to navigate residential streets with their small cars. Red Deer has alot of trucks and SUVs and I am told that is so they can drive in the winter. At a certain point there are noticable ruts for lanes. Trucks/SUVs seem to get through okay but small cars get stuck, high centred and in some cases have missed turns completely as they were unable to get over the "humps". There was the suggestion of a "hotline" for residents to report streets that cars are not able to drive on due to snow and ruts.
- Residents notice more accidents in the winter. Agreed - road conditions are part of it but speed plays a role in this as not all residents slow down!
- I have also heard commnets about the lack of snow crews in the evenings and weekends.
i don't have the answers but I would be interested in hearing from residents whether they want more money budgeted to have more than one full city plough done.
AND I would like to know if residents have any other suggestions they want to share about what could be done differently and/or better to make roads and the snow removal process better?

Snow Removal
To be honest I have only had one person make a comment to me regarding snow removal so far in this campaign - with the exception of another candidate.
Our current snow removal budget is based upon a 5 year average. Obviously in budget we try to determine what we believe snow removal will cost and that is the figure that goes into the budget. If we have an unusually high snow fall and need to clear roads more often we take money from a reserve to offset the added cost. We never have to stop clearing streets or ploughing because our budget has been spent. For me the issue is not how our budget is set or the amount in the budget, but rather I think the issue, if there is one, may be in our policy and the level of service we have set for this particular service. If we want streets cleared more often or windrows removed completely then we need to increase the snow removal budget. I think, overall the city has done a fairly good job of arriving at a balance. Are there problem areas from time to time? Yes, but we move to address those specific spots. We live in a winter climate and slowing down a bit is okay with me. I personally hate it when we go to all the expense of ploughing when it would have melted away the next week. To plough all the roads costs somewhere around $700-800,000 per plough - more if we want to remove the snow too. $700 - 800,000 is roughly equivalent to a 1% tax increase. We can improve the service and pay more or we can live with a little less service and pay less - the choice is ours. Once again, the problem is not in the budget, but rather in the service level- if you think we have a problem at all.

Snow Removal Reserve
Many people I speak with are not satisfied with our current snow removal system. Annual snowfall amounts in Red Deer are not consistent, so there should be a reserve component to that part of the city budget. I would suggest that a reserve portion would help alleviate the problems in years where we have heavy and frequent snowfalls. I think we can also do a better job in where we dump the snow so as not to impede residential traffic.

Snow Removal can improve
Many people in this great city have come here from somewhere else so we can compare snow removal here with elsewhere. In many parts of the country the snow is very heavy and wet and impossible to drive through and must be removed as their temperatures hover around freezing. Here our snow is drier and light and with our cold temperatures the snow doesn't melt until spring. In addition salt is ineffective here most of the year. I know that many communities similar size in warmer climates spend more than 5 times what we do on snow removal however they plow the snow to the side of the street, do not open pedestrian crossings, driveways and plow to both sides of the street. With our temperatures here if we did the same the snow would freeze into a massive ice pile and people would not be able to shovel the end of their driveways. In many ways we have better snow removal than other places we just do not do it often enough nor can we do it as quickly. If the public in general wants to spend more on snow removal then taxes will need to increase or budget cuts elsewhere will be necessary. I know this is an annual issue and Council and Administration has looked at this a dozen times. Ultimately I will do what the public wants, but I think the current policy satisfies the majority of the people.

Snow Removal
My experience has been that the Red Deer does a fairly good job of snow removal on the major roads but often falls short when it comes to residential streets. I would like to hear ideas from the public on areas where the City could cut back in order to allow for an increased snow removal budget.
