1. A Municipal Police Force vs R.C.M.P. Contract
The RCMP has a long and great history in Red Deer and Canada. They do an amazing job. At this time I dont see a Municipal Police Force coming forward but I do see one day. To start a Municipal Police Force would cost some more than what the RCMP would cost but in the long run it would be chepper.
2. The Role of Consultants in Civic Decision-Making
I think we need it. There is not that many councillors so I think we would need help.
3. Dedicated Bike Paths on Commuter Streets
I love the idea. It would make a Greener and Healther Red Deer.
4. Public-Private Infrastructure Initiatives
I hate the idea but its almost needed. I dont want to have taxes up.
5. A New Symphony Hall/Cultural Arts Facility
I am for it. Red Deer has so many great cultural arts that we could show off if we have a facility for it. I was a member of the Red Deer Royals for nine years and if there was a place to showcase them it would help grow the Royals and the City. Red Deer was the Caltural Capital of Canada in 2003.
6. A 50 metre Pool for Local Swim Competitions
Good idea but needs some planning. I will have to get some input from the people of Red Deer.
7. A New Museum/Archive Building
It would be good to get a new Museum. The one we have is old and not many people know about it. Red Deer has so much great history that with a new Museum it would help show it off.
8. A New City Hall Building
No, not right now. Out City Hall Building is good and there is no money for it.
9. Snow Removal
This issue is huge. Besides the main roads in town none of the others really get down. I think we need to put more money for this. Also, we need to help those people who cant do there side walks theirself.
10. A Ring Road
Need more info.
11. Would you fight to maintain “Advanced Life Support” ambulance service for our citizens, or is a switch to “Basic Life Support” (the standard in many municipalities throughout the Province) adequate for our community? Please explain.
Advanced Life Support all the way. The people of Red Deer is the heart of this city. If they are in need of help they should get it. If we only have the basic, the health of someone could be in harm.
12. Do you support reviewing or revising the current budget process to give City Council access to at least a summary of the “Base Budget” every year?
Why or why not?
Yes I do. We should always review our budget. Things could come up that need money and we might not have the money for.
13. Have you reviewed the 2009 Red Deer City Budget? Why or why not?
Yes I have. It is good to know where our money is going.
14. Have you spoken with any current city councillors, the mayor, or members of city administration about local issues, or attended any council meetings?
Yes I have. It is always good to talk to them.
15. How much more debt are you comfortable taking on to finance needed projects?
In my heart I would to see no debt. I think we should have the money for the projects.
16. Describe what specific skill sets you would bring to the Council table.
Youth, I am young enough that I can keep on going. I would also bring leadership. I was the Baritone Section Leader in Red Deer Royals in 2003 when we want to Italy to Worlds where we got gold.
17. Why do you wish to serve on City Council?
To help out the city. I love this city. I also want to learn, I one day want to fight for Red Deer issues in Ottawa.
18. If elected, what do you hope would be “lasting legacies” of your service?
Someone who will fight for everyones rights and a person anyone can talk to.
I love Red Deer. Ever since
I love Red Deer. Ever since I moved here with my family when I was 10 I fell in love with this city. I just love the green parks and the friendly faces walking down the street. Since moving here I had the honor of going throw every level of education this city has to offer starting from G.H. Dawe Elementary School than Glendale Middle School than Lindsay Thurber High School and finally RDC. A lot of people would think of me as a easy going guy but when I am serious of an issue I will fight for that issue tell the end. In 2007 I ran for Mayor of Red Deer and I learned so much from that election and I hope that everyone will see that I am serious about this City and the kids in it that one day will led the is this and country in the future. I am working on both a commerce degree and a bachelor of arts degree in religious literature. In closing, Red Deer is home to me and I will do everything to help this city grown and get better. On October 18, vote Chapin and help me have some great co workers.

Fluoride in city water
